In principle, bicycles must be completely covered with a bag-like cover or case when being transported (bicycle transportation) by public transportation railroads in Japan.
(except for some cycle trains).
Wheeled transportation is the transport of a bicycle in a portable bag or case by public transportation or by car.
It is used by bicycle travelers and cyclists to transport their bicycles.
The wheeled bag or case protects the bicycle and prevents it from being damaged by other luggage, vehicles or passengers during transport.
The procedure for transporting a bicycle on wheels is as follows

Stow the bicycle in a bag or case designed for transporting bicycles on wheels. This includes removing the front wheel and folding down the handlebars if necessary.

Load the bicycle onto a wheeled public transportation vehicle (train, bus, boat, etc.) or private vehicle. Each transportation system or vehicle has its own space and policy for wheeled transportation, so please check in advance.

Upon arrival at your destination, put out your bicycle from the wheeled bag or case and reassemble it. This includes mounting the front wheel and adjusting the handlebars.
